The U.S. Government intends to award multiple Blanket Purchase Agreements (BPAs) following the procedures outlined in this RFQ to the responsible companies submitting an acceptable quotation at the lowest price.  We intend to award a BPA based on initial proposals without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The embassy will establish a BPA that will run for up to Two (2) years from date of issue with each successful vendor. A BPA is not a contract and operates similar to a credit account whereby purchases are pre-authorized, and a single monthly invoice is issued. The Embassy is not obligated to purchase any definite amount under a BPA and is obligated only to the extent of authorized purchases made under a BPA.

We estimate that the volume of purchases through this BPA will not exceed $180,000.00.  and the amount of any single purchase will not exceed the equivalent of $10,000.00.

The Embassy of the United States of America in Amman, Jordan has a requirement for a qualified contractor to supply and deliver Air Conditioners to the U.S. Embassy Amman.

DESCRIPTION:

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Jordan will launch the solicitation on the beta.SAM.gov website when it is available.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.

All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov  prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

The U. S. Embassy has a requirement for a firm to Design and Install a full-scale car wash wastewater reclamation system, at  US Embassy Amman.  This construction effort is estimated at $100,000.00 to $220,000.00 and needs to be completed by August 2022.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.  At a minimum, each offeror must meet the following requirements when submitting their proposal:

  • Be able to understand written and spoken English;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution;
  • Have no adverse criminal record;
  • Have no political or business affiliation which could be considered contrary to the interests of the United States;
  • Have good experience and past performance records; and,
  • Identify specialized experience and technical competence required to complete the construction work in accordance with this solicitation.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable quotation at the lowest price.  We intend to award a contract/purchase order based on initial proposals without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The U.S. Embassy is planning a site visit in accordance with the Federal Acquisition Regulation (FAR) provision 52.237-1, Site Visit.

All visitors are required to wear a face mask inside the Embassy compound, and face masks will be provided, upon request.

In order to facilitate the visit preparations, prospective offerors should contact Leen Alkhayat at alkhayatla@state.gov to provide company name, attendee’s names and identification numbers no later than February 24, 2022 at 14:00 P.M. (local time) to make arrangements for security processing for entry of attendees into the U.S. Embassy compound. Only two representatives per company are allowed.

The U.S. Embassy is prohibited from procuring goods or services from any firms that are not registered in the System for Award Management (SAM).  SAM is an integrated procurement database and serves as a single point of entry for vendors seeking to do business with the U.S. Government.

Enclosed is a Request for Quotations (RFQ) for Upholstery Fabrics in accordance with the specifications and terms and conditions set forth herein.  If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation.

Quotations are due by May 08, 2021 at 4:00 PM local time.  Quotations must be submitted by email to AmmanRFQ@state.gov and be in the following format:

  • Subject line in the e-mail must include the RFQ number and company name.
  • Attach all documents to the e-mail (Microsoft Word or PDF).  We will not accept offers that include links, unsolicited offers, or hard copies.
  • All technical quotations must be printed on white paper without company logos, watermarks, letterhead or any information that identifies the company.
  • The Embassy will not accept any quotations submitted after the deadline.    

In order for a quotation to be considered, you must also complete and submit the following:

  1. SF1449
  2. Section 1, Pricing Schedule
  3. Section 5, Representations and Certifications.
  4. Additional information as required in Section 3.

The awarded contractor must submit the Airway bill 14 days in advance before processing the shipment to obtain the exemption documents from the Jordanian Government.

SAM registration is a requirement to do business with the U.S. Embassy.  Please include your company’s DUNS number in your quotation.  SAM Registration steps are available on the U.S. Embassy Amman website.
