Synopsis/Pre-Solicitation Announcement

The Embassy of the United States of America in Amman, Jordan has a requirement for qualified mobile and wireless data providers for the provision of Cellular voice/data services (CVS) and Cellular/Mobile Plans (CMP) to provide mobile telephone services for Embassy’s staff and agencies.

DESCRIPTION:

Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Jordan will launch the solicitation on the beta.SAM.gov website when it is available.

The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government.  All responsible sources may submit a quotation, which will be considered.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract.

The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation.

2. Are there any restricted laborer nationalities that will not be granted access to work on this contract? No restrictions
3. Can you clarify the general procedures for bringing chemicals and equipment with us onto the US Embassy compound? Based on the reports results ” obtained by the test that conducted by the contractor” ,the contractor should provide the list of required chemicals for each case, then the COR will arrange access for these material to be checked by security on the entrance gate.
4. Domestic (Potable) Water System:
a. What is the average potable water consumption on a daily basis? 100,000 liters per day
b. What is your current usage of salts for the domestic water system on a monthly basis? 50 Kg per day
c. When was the last time the resin was replaced in the system? The system is new and the resin was not replaced yet.
d. When was the last time the active carbon was replaced in the system? The system is new and the carbon filters was not replaced yet.
e. What is the source of the water used in the potable water treatment system? Municipality water or other? If other please specify. Municipality water
f. How often are the filter cartridges changed for each of the following, and when was each one’s last replacement: usually we change the cartridge filters every 6 month , however the replacement decision should be taken based on the situation of the filters, which should be checked and verified by the contractor.
i. 20 Micron cartridge filters?
ii. 5 Micron cartridge filters?
iii. 1 Micron cartridge filters?
g. Does procuring and replacing the cartridge filters when needed fall under our scope of work? The contract calls to provide all material in order to provide the service, therefore the replacement of the filters should be done as part of the contract.
h. Does procuring and replacing the resin when needed fall under our scope of work? replacing the resin does not fall under the scope of work that should be provided by the contractor.
i. Does procuring and replacing the chemical dosing detection probes when needed fall under our scope of work? replacing the chemical dosing detection probes falls under the scope of work that should be provided by the contractor.
j. In the solicitation document on page 17, Scope of work – monthly sections, it appears that the US embassy facility management will be conducting daily/weekly routine testing to the water treatment system and will send all readings to us for analysis, whereas in other sections of the solicitation it is mentioned we are meant to come once every month for the domestic water system. Can you please clarify what is expected and what will be handled by US Embassy facility management staff? the US embassy has an automated system where can we obtain part of the records that should be monitored in daily bases, these records can be shared with the contractor. However the contractor should provide all tests the mentioned in the solicitation as per the provided schedule.
5. Swimming Pools:
a. The solicitation mentions cleaning of sand filters, however during the site visit, it was mentioned that there are no sand filters present on site. Can you please confirm this? No sand filters in the swimming pool filtration system.
b. Is there currently a thermometer always placed in the swimming pools to measure the temperature? Or is it done with a temperature measuring laser gun on each visit? No thermometer placed permanently in the swimming pool, however portable calibrated thermometer can be used by the contractor” maintenance service provider” to measure the temperatures for recording and validation purpose.
c. During our site visit, we asked if cleaning the pools is within our scope of work, and we were informed that cleaning the pools, scrubbing them and vacuuming is not our responsibility, however in the solicitation it is listed as part of the scope. Can you please clarify which it is? cleaning the pools, scrubbing them and vacuuming is part of the service contract that should be provided under this solicitation.
d. In the event cleaning the pool and vacuuming is part or our scope, are the equipment required already present and stored on the US Embassy premises, or do we need to bring a new set of equipment with us? The contractor should use his own cleaning related equipment.
e. In the event we need to bring our own pool equipment (such as the vacuum pumps, or poles with nets to remove the debris, etc.), will we be allowed to store such equipment on the US Embassy premises? This issue can be discussed with COR to agree for storing place , however the embassy does not held any responsibility for damages that could occurred for these equipment.
f. On page 29, “during the summer months” section, point number (5), this specification is generally relevant for indoor pools where the humidity needs to be constantly monitored to prevent molding, whereas as in an outdoor environment, the air quality and environment is not within our control, however we can report in the event we find anything that is out of the ordinary. But can you please clarify what are the expectations with regards to this point? The humidity needs to be constantly monitored to prevent molding inside the pool equipment room that contains the pumps and dosing system. However, the molding should be monitored as well in the swimming pool and any incident should be reported and treated accordingly.
g. On Page 29, “chemicals” section, can you confirm the following points:
i. the site visit showed that only salt is to be used at the US Embassy pools due to the installed system that separates the Chlorine from the Salt in the water. Will suitable storage for the salt be provided on the Embassy’s premises? No places are available to store big quantity, however, a small quantity for one month can be stored in the embassy after coordinating and getting approvals from the COR.
ii. On certain occasions, we may have to to add acid chemicals to regulate the pool water quality, is it required to add this regularly to the swimming pools, or only on an as needed basis? Only in needed bases and after coordination with the COR.
iii. Since we will be using chlorine as the main chemical for treating the pool water, Bromine sticks are not applicable. Can you please confirm this? Chlorination for the pool will be done through a salt generation system as the main source of chlorine, the second option is the direct injection through the dosing pumps that are available as part of the pool treatment system. However any other solution should be discussed with the COR before any action would be taken by the contractor.
6. On Page 31-32, there is mention of inspecting, cleaning and disinfecting water storage tanks, whereas during the site visit, it was understood that we have no business dealing with the water storage tanks and that our focus is purely for maintaining the quality of the water within the different systems. Can you please clarify this? This means in case the tanks get infected, the contractor should do the necessary action to disinfect the tanks and to make sure that it is always cleans per the EPA standard.
7. What are the hours of work during the week where we can schedule our visits? From Sunday till Thursday 8:00 AM to 4:30 PM, however after working hours can be coordinated with the COR if needed.

Q.6 Who will be responsible about approving the preventive maintenance works after works completion in each visit for each residence Or what is your normal procedure regarding this matter? There will be a technician from the Embassy supervising the work process and he will sign for work approval.

Q.7 Is the contractor required to provide an engineer or coordinator for this project, if yes, what is his qualifications & his duties? Engineers are not required, however; the staff should be very well trained and if the work quality is not as expected the Embassy technician will stop the work process and will inform the project supervisor (Mechanical/HVAC supervisor), we should have a POC engineer level by contractor to address the low performance if exist.

Q.8 Will there be any maintenance work inside the residence and other than the boiler room; if yes, how will the cost of this works will be calculated? No works inside residences

Q.9 In case there is a necessity for a new materials/ devices, who will be responsible about providing these materials and what is your normal procedure? The contractor will advise replacing parts and we will do a separate purchase order to fix it.

The U.S. government intends to award a purchase order to a responsible company submitting a quotation with the lowest-price technically acceptable offer.  We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

SAM registration is a requirement to do business with the U.S. Embassy.  Please include your company’s DUNS number in your quotation.  SAM Registration steps are available on the U.S. Embassy Amman website.

Please submit your quotations no later than Monday, April 1, 2019 at 14:00 pm. local time.

The United States Army Corps of Engineers has the requirement to Design and Construct Earthen Covered Magazines for the storage of MLRS Missiles. The scope of the work includes: two (2) Earthen Covered magazines for the storage of MLRS missiles, one (1) Rocket Pod inspection facility, one (1) forklift sunshade/charging station, two (2) guard tower, an Administrative Guard Building; associated hardstands, utilities and security fencing, security lighting, Closed Circuit Television (CCTV), and an asphalt access road. The location is an operating base south-east of Al Zarqa, Jordan and will remain operational during construction.
